According to Wikipedia Community radio is a type of radio service that caters to the interests of a certain area, broadcasting material that is popular to a local audience but is overlooked by more powerful broadcast groups.

I have been able to visit a website that has very helful resources on how you can start a community radio. It has tha basics which are pretty much similar in any scenario anywhere in the world.
