Seu, this is a timely initiative and in line with the ITU vision to bring all Villages of the Globe on a network. Since most of the telecentres are in villages so this initiative would bring them together much before that.

I think ICTs have done a wonderful job to bring people living in different parts of the globe closer  to each other. This would greatly help to solve number of development issues specially in developing countries. I would suggest that in order to bring on board maximum number of stakeholders in shortest possible time, lets create some interesting

activity along with some learning portal. I suggest some on-line trainings on understanding of ICTs  alongwith a testing system to give certificates

to qualified persons. We may approach organizations to ask their employees to take such on-line exams after training and may be once they qualify they are given some incentive by the organizations. I would request other to join in this brain storming. Personally I am will ing to contribute in development of such a training portal.
