Socorro eCenter has finally upgraded its internet connection from satellite to wireless in just four (4) days dated December 23-26, 2011. The geographical location of the lone island-municipality was not able to hinder the possibility of the 31-km wi-fi link across the sea with almost no line of sight. This amazing development has made the ICT-recipient populace rejoiced especially the eCenter personnel and LGU as a whole due the following great advancement, viz:

  • A prohibitive monthly payment of Php15,000.00 to Php1,000.00
  • A connection speed of 512kbps before to 2Mbps now
  • From exclusive-managed link to internally managed and maintained link by the eCenter personnel which has lowered the servicing cost
  • Phone-in and online support of the expert installer is available, and
  • Wi-fi household connection will be extended


This has opened new opportunities of the eCenter to expand its vision to a wider and ambitious scope to help the community in an attainable and cost-saving measure, which is soon to realize after I won the support of the officials and heads of offices in a staff meeting conducted right after the installation. What will happen next will be the establishment of wireless internet connection with VOIP attached in each of the 14 barangays of the municipality. Not only the Disaster Preparedness concern will be answered but also the Tax Collection problem because the eBPLS and eRPTS shall be linked to the 14 barangays which will result to a maximum local income plus the saving of energy and expenses of the townfolks in going to and from the poblacion for the said matter. Transparency wise will also be answered next when the installation of PPCTV camera in all offices of the LGU will be in placed in aid to the Human Resource Management.


This is the output of KEC7 at Baguio City last November 22-23, 2011 and the succeeding activities I have attended. The spirit of meeting, sharing of knowledge and helping one another among the participants that PhilCeCNet is promoting was the beginning of hope for Socorro eCenter for this purpose. This may not be possible without PhilCeCNet, NCC, DOST, Telecentre, Gen. Luna eCenter (feeder of SMART broadband), SMART telecommunication and Mr. Wency Barrientos of course (CeC Manager-Araceli Palawan, installer expert) whom I met and talked with about this thing. Thus, LGU Socorro is very much thankful to all the coordinating arms, who in one way become the reasons of a dream come true. I salute Mr. Wency for unselfishly allowing himself for us. Let me quote my post at fb as a sort of deepest gratitude for his effort, "Life is wonderful! It becomes truly wonderful this time because the thing I thought impossible has just happened. I know that it is You who made it possible. Your intelligence, unselfishness, patience and willingness to help amazed me and my people. Things in here are quite okay now. We're enjoying the new opportunity you've just left. You are great! Don't be sad though your Christmas was not perfectly celebrated because you've given a remarkable gift that most of my people are dreaming for so long. In behalf of the majority, may i sincerely greet you a prosperous new year. Happy trip and take care :-)"


My long and winding journey from CeC Study Visit and PDLCW Trainers’ Training in Cebu down to Manila, Butuan, Surigao, Dapa, General Luna and Socorro and the three (3) sleepless nights of struggle (Dec. 23 and 25, 2011) with Mr. Barrientos was indeed fulfilling and compensating. It is really true that in struggle and perseverance, there is possibility. And once the possibility is already there, grab the opportunity by all means you can do rightfully and turn it into a reality because reality just lies in our hands.


I sincerely offer my dedication and commitment to my community. I may not be an expert by profession and intelligence but I can be instrumental of change and advancement of ICT through the support of other individuals because this is the way i wanted to be.
