Community development could better be achieved when there is public private partnership in a given locality. People must be involve in any development to make it happen. This is the first step that a Telecenter Manager should do, bring people together to bridge the digital divide.

I was one of the key persons who started Mauban eLearningVille (Community eCenter) in May 2011 with a clear vision of what I want to achieve. I encourage the local chief executive and the legislative body of the local government to partner with other government agencies and non government agencies to make an ICT enabled environment. I have attended training's to enhance my ICT skills and to effectively establish and manage our CeC. Another milestone I have establish in our center is providing digital literacy to all sectors but with more focus on the grassroot women with the aim of empowering them to help them find better opportunities. True enough to our commmitment we have successful trainees who landed to better jobs, one is Ms. Divina Lopera her story was chosen by Intel Phils as an Inspiring Story on Women Digital Literacy. Another success story is hiring person with disability for janitorial service, but due to his interest in learning, after a week Mr. Redwin Pasoot became one of the favorite trainer in our CeC. Keeping the promise for high quality education and the partnership with NGOs and GOs, we opened our center for online education giving our scholars free access at the telecenter while scholars are enrolled at the University of the Philippines Open University for their graduate and post graduate studies. To serve the unserve communities, we have partnered with the Department of Science and Technology for the program of Community Billboard, it is like using text blast messaging to send important informations to group of people like farmers, barangay officials, women leaders and the like. With this, timely and relevant information are communicated even with those people on top of the mountain and those down to the island local folks.

The manager of the Mauban eLearningVille believed that, prevention is better than cure. Learning that there are only 5 medical doctors in the municipality for the 66k population there 2 of these doctors are pediatrician and the rest are general practitioners, made me think that this could be the reason why a small percentage of women seek medical advice because it would cost them a sack of rice to see a doctor in the nearby city. She partnered with UP PGH Cancer Institute through Dr. Cecilia Llave for the Online Counselling or Consultation. Patients who needed a specialist will undergo counselling via skype and if laboratories are needed, it will be referred to the rural health unit or to the nearby provincial hospital for further examination. The results will then be sent to the doctor at UP PGH for another online counselling. When the doctor through online consultation from PGH is able to give diagnosis, then prescription or recommendation will be given to patient, if needed to be seen physically the local government unit assist them to see the doctor face to face. This has given women more access to medical care.

Occassionally during the year, to give the youth an avenue to express themselves on the issues of smoking, the manager launched a poster making contest at the center where students joined happily to show their opinion and talents in photochop.

In one year, the manager was able to make the community ecenter, a hub for everyone who needs to learn to find employement or increase their skills, who needs to be informed and who wants to improve their health condition.

More than 260 people passed the training, half of them found better employement. We were now able to provide our own supplies and computer periperals showing sustainability of the project. Mauban eLearningVille was awarded as an Innovator for Online Health Services and finalist for the Outstanding Community eCenter and Outstanding Community eCenter Manager at the 8th Knowledge Exchange Conference held in Davao City last October 2012. Conchita Marta B. Mirabueno, the CeC Manager of Mauban eLearningVille was one of the resource persons for Knowldge Exchange Conference in The Philippines in 2011 and 2012, was a receipient of a scholarship grants for CeC Managers given by the National Computer Center and twice a resource person for Essentials of Management for CeC Knowledge Workers showcasing her Community eCenter. All this happened in a year.

To date, I am exploring the possibilities of expansion for eBus CeC (eLearning), eTicketing(tourism), local newspaper destop publishing, and Women Mentoring in Business with Cherie Blair Foundation. Believe that we need to incorporate income generating program in our CeC for us our sustainability and expansion programs.
