Mr. Eugene Ramos, our "all – in – one" CeC Manager

An “all-in-one” feature is not only for printers and other equipments but also for motivated and dedicated center managers, like Mr. Eugene Ramos, the CeC Manager of the Municipal Government of Tanauan in the Leyte Province, Philippines.

He was the only staff the CeC had when it started back in 2005. Now, he is overseeing and mentoring 8 personnel in his center. He constantly communicates and leads them in activities such as brainstorming, team building, open forum, and evaluation of the plans, services and programs offered by the CeCs in Tanauan.

Through his constant collaboration with the different groups and sectors of the municipality, the support and trust of the past and present administrations, Sangguniang Bayan, and the municipality of Tanauan, as a whole has always been very favorable and rewarding.

With his linkage to the local Technical Education and Skills Development Authority (TESDA), the eSkwela graduates of the CeC are endorsed to them for scholarship to vocational courses.

After a series of exchange of emails with the representative of the “Balikbayans” from California, the Tanauan Leyte Association Society and the Rotary Club of San Mateo in California, 2 high schools in Tanauan received a total of 13 computers.

Partnership with the Department of Labor and Employment made way for the out of school youth eSkwela passers to land a summer job. The salaries they get from this program are being used for their enrolment for college.

The Philippine CeC Network has awarded Mr. Ramos as the Most Outstanding CeC Manager for 2011.

As a veteran in the fields of information technology and CeC management, he is a regular speaker to CeC- related trainings conducted by the Philippine CeC Network, the National Computer Center and the Department of Education.

For the Philippine Digital Literacy for Women Campaign (PDLWC), in partnership with the PhilCeCNet and the, Tanauan has already exceeded its 700 grassroots commitment, thanks also to a lead trainer like Mr. Ramos who also personally and regularly promotes the campaign through barangay assemblies and special occasions sponsored by Tanauan.

As the Regional Coordinator for the Global Connections and Exchange (GCE) Program, Tanauan has already established 5 GCE school sites. Under GCE Program is Tech Age Girls, wherein 7 finalists’ young women leaderscame from Tanauan out of the 28 young leaders from the whole Philippines.

One key success of the eSkwela program has to do with the fatherly affection of Mr. Ramos who helps out the students even sometimes from his own pocket. At the CeC, consider him approachable and generous to their basic needs for food, fare and even medicines when they get sick. Getting in touch also with the students through home visitation to their parents and coordination and partnership with the barangays have now produced 118 acceleration and equivalency test passers.

He pioneered and is continuously implementing the PDLWC Digital Literacy in a Barrio which has now reached out to 32 of the 54 barangays in Tanauan.
On top of the implementation of the PDLWC Computer Literacy in Tanauan CeC which has now produced 747, Mr. Ramos also conceptualize the idea of introducing Internet 101producing282 graduates, including senior citizens and students.

Mr. Ramos was very instrumental in realizing the 100% free education to the eSkwela program. He was able to spearhead the solicitation to the administration and 54 barangays for free uniforms, school supplies and fare of students from the far flung barangays.Now, the eSkwela program continuously gave hope to students with its 118 A & E passers from the three completed batches of the program.

Mr. Ramos also introduced ICT initiatives like the installation of the Wifi (wireless fidelity) in the whole municipality, and the setting up of the first job kiosk in Region 8 from DOLE.

His notable innovations also include the successful conversion of SisLink Internet Café into a CeC which now training web development and photo editing.

Recently, he conceptualized the computer literacy program reaching out to the 62 “Youth in Conflict with the Law” of the Regional Rehabilitation Center for Youth.

What else can we ask for? Mr. Eugene Ramos, our dear CeC Manager, is a man born with the heart of diligence bound to excellence. He is indeed “all – in – one”.
