The Philippine Community eCenter Program, in partnership with the Molave Development Foundation and the Philippine CeC Network (PhilCeCNet), has gone to the grassroots to conduct a series of writeshops for ICT-enabled content development.
From August to September 2012, a total of four writeshops were conducted in Tanauan, Leyte (Education, Culture and Sports), Banaybanay, Davao Oriental (Agriculture), San Fernando, Camarines Sur (Health) and San Remigio, Cebu (Livelihood). These writeshops aim to help communities identify and develop their own content, which could then be shared via the Internet.

The writeshops compose the second phase of the content development component, and as emphasized in the 2011-2016 PhilCeC Roadmap, will focus on developing new content "per content needs of target communities."
